14th April 2025 – (Hong Kong) Hong Kong hosted the World Internet Conference Asia-Pacific Summit today, marking a significant milestone as it is the first international summit held outside Mainland China. Chief Executive Mr John Lee welcomed nearly 1,000 professionals representing 30 countries and regions, highlighting Hong Kong’s emerging role as a global hub for innovation and technology.
Lee noted that the summit’s occurrence is a reflection of Hong Kong’s deepening integration with the national development strategy. He emphasised the importance of high-level dialogue within the global internet community, with attendees comprising senior government officials, business leaders, industry association heads, and researchers poised to forge international connections and explore business opportunities.
The Chief Executive pointed out that Hong Kong’s rapid ascent as an innovation and technology hub is significantly driven by its dynamic economy and status as the world’s third-largest financial centre. He underscored Hong Kong’s historical role as a vital conduit between Mainland China and the international market, facilitated by the “one country, two systems” framework.
This governing principle offers Hong Kong access to vast opportunities in the Mainland market while maintaining its unique common law system, free flow of information, and a high level of connectivity, all of which were highlighted as pivotal in attracting attendees to the summit.
Lee showcased the Shenzhen-Hong Kong-Guangzhou science and technology cluster, which ranks second globally in the World Intellectual Property Organization’s Global Innovation Index. This collaboration exemplifies the synergy between Hong Kong’s research and development capabilities and the Mainland’s robust technology industry. The development of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone was also discussed, with Lee noting its potential to integrate cross-border collaboration and innovation.
The Chief Executive revealed that the first phase of the Hong Kong Park within this innovation zone is set to begin operations this year, with initial tenants from various pillar industries expected to move in. The region has received a significant financial commitment of US$500 million to expedite its development, with strategic companies and talent being drawn to the opportunities it presents.
Since the introduction of the enhanced talent admission regime in 2022, more than 300,000 talent applications have been approved, with a substantial number already relocated to Hong Kong. Over 80 strategic enterprises from growing sectors such as life and health technology, artificial intelligence, and fintech have also pledged investments that will create thousands of jobs locally.
Lee expressed confidence in the growing collaboration with Shenzhen and other areas within the Greater Bay Area, believing it would establish the Hetao zone as a world-class hub for innovation and technology.
Furthermore, he highlighted the significance of artificial intelligence (AI) in Hong Kong’s future, referencing the successful launch of the first phase of Cyberport’s AI Supercomputing Centre, which supports a vibrant community of start-ups focusing on AI and big data.
The Chief Executive reassured attendees of Hong Kong’s commitment to optimising AI’s potential to foster economic growth and digital transformation. He cited funding initiatives aimed at advancing smart manufacturing and supporting strategic industries, with significant investments earmarked for the establishment of a Hong Kong AI R&D Institute.
This summit, according to Lee, presents an opportunity for collaboration and knowledge sharing, especially during challenging geopolitical and trade circumstances. Hong Kong aims to champion free trade and multilateralism while inviting global partners to collaborate on future development. The event is expected to spur fruitful discussions and partnerships in the technology sector, solidifying Hong Kong’s position as a pivotal player in the global digital landscape.
